ALTHOUGH still a very young man, Dr. Juan M. Flavier is an international authority on community development. He is vice-president, responsible for training and the health department of the International Institute of Rural Reconstruction, Silang, Cavite. He also serves as consultant to one private and three governmental bodies: the Philippine Rural Reconstruction Movement; the Presidential Arm on Community Development; the Department of Social Welfare and the Technical Committee Community Development of the Philippine Senate.
Dr. Flavier worked with the Philippine Rural Movement for eight years; he rose from the ranks to become its president in 1967-68. After completing his elementary and high school education in Baguio City, he entered the University of the Philippines, where he received a doctorate in medicine in 1960. He was voted one of the Ten Outstanding Young Men of the Philippines in 1967 for his work in rural development.
Dr. Flavier is one of those rare persons who are equally at home in the barrio and among the leaders of the nation. In one day, he may spend the morning discussing methods of family planning with barrio women; in the afternoon, he may confer with mountaineers from Vietnam about land reform; in the evening he may be found working with the Department of Social Welfare on strategy for national development. In this book, the reader sees him at work among barrio people.
